2. The following is an email exchange I had with Dean Whitaker. I wrote him on April 24th and he answered me on April 29th:

Hi Dean Whitaker,
A few things:
1. I was wondering if you had a chance to view the material I gave you and if you had any thoughts about the material.
2. I would like to return to class, and I believe it is also in the interest of BU that I return to class. Given this, I was wondering if there have been any new developments concerning my "challenge for re-legitimization" as stated in my letter.
3. Could you please tell me where I can find the information concerning BU's legal obligations as they relate to me as a student of the IREP program? If you are unknowledgeable of this, could you give me the contact information of a person who is?
4. A scientific paper has recently been published in "The Open Civil Engineering Journal." The title of the paper is, "Fourteen Points of Agreement With Official Government Reports on the World Trade Center Destruction." Although I realize you are not a Professor of Engineering, I thought you might be interested in reading this paper. I have attached it to this email.

Dean Whitaker's response to my questions:
Regarding the questions you posed:
1. I did look at the materials you handed me; I didn't have the time to go through it in great detail. The assertions concerning the building collapse and the spread of debris and building pieces seemed to me to lack technical content and to leap to conclusions rather than arrive at them by close analysis.
2. You are of course welcome to attend your classes -- as you have been all along. Since classes end this Thursday, there is not much time left. You may want to meet with your instructors to determine what assignments you may have missed, what your prospects might be for successfully completing the courses, and if an Incomplete grade would be appropriate in any of them.
I told you when we met that the the challenges in your letter were not well posed -- were not phrased or addressed in a way that was answerable -- and I did not anticipate any further response to your letter. I met with Dean Ellmore and told him that this was my position. I was told that you met with him subsequently, and I expect that he too took that position but I have not had further discussion with him.
3. The University undertakes to provide instruction to its students through its degree programs, courses, and faculty resources that are described in the Bulletin of the Graduate School of Arts and Sciences. There is a disclaimer on the inside front cover of the Bulletin that this is not a contractual agreement, but still it is the best description of the educational services the University provides.

1 Week After BU Letter
1. Meeting with Prof. J. Scott Whitaker, The Associate Dean of The Graduate School of Arts and Sciences: I scheduled a meeting to speak with Dean Whitaker on Monday, March 31, 2008, to discuss the collapse of the WTC buildings on 9/11 because Dean Whitaker is a Physics Professor. He agreed to meet with me at 10 am on Wed. 4/2. After scheduling this meeting, I sent my letter concerning my decision to suspend my participation in my program to Dean Whitaker and President Brown. It was only after I sent this letter that I realized Professor Whitaker was also a Dean.
At around 1:30 am on the morning of Wed., Apr. 2, I received an email from the Student Health Services (SHS) here at BU. The email was a "form letter" telling me that I had an appointment at 10 am on Apr. 2 at the SHS, also telling me not to respond. This email concerned me because I did not schedule an appointment with the SHS. Later that morning I called SHS inquiring about the email. The SHS representative explained to me that it must have been a mistake made by a new trainee. She apologized and said it would not occur again. I then called Dean Whitaker's office and left a message regarding this incident. His secretary contacted me later and left a message that there had been some confusion and that the meeting was still scheduled for 10 am at Dean Whitaker's office.
As I waited for my meeting with Dean Whitaker later that morning in the waiting area of his office, he entered with a woman and introduced himself. The woman only introduced herself with her name, Margaret Ross. After sitting down in his office with Ms. Ross, he began to discuss the letter and his responsibilities. After a brief pause, I began speaking. I first wanted to know who Ms. Ross was, and why she was present as I expected the meeting to be only between myself and Dean Whitaker. Ms. Ross explained that she was the Director of Behavioral Medicine at SHS, and Dean Whitaker had asked her to be present at this meeting. I asked them why they had not contacted me about this development. I also showed them the printout of the email I received from SHS early that morning, and that it had concerned me.
Dean Whitaker explained that he received my "self-suspension letter" only after I had made an appointment with him. He then asked Dr. Ross to be present at the meeting to attempt to assess my mental state. I responded that I thought it would have been appropriate, and I would have appreciated if he would have informed me of this development. I asked him if he agreed, and he agreed and apologized. Dr. Ross also explained that the email was sent to me because of her being scheduled for the same appointment, and as a function of the SHS messaging system, had been sent to me. She also apologized for the confusion and concern that the email caused for me.
Dean Whitaker said that the BU administration was taking my letter seriously and that it was not being dismissed. He stated that he needed to balance the interests of the student, me, with the interests of the BU Community. Both Dean Whitaker and Dr. Ross were concerned about my final sentence in which I stated I might take "appropriate action" against BU and what specifically I meant by that. I told them I believed in non-violence and non-violent activism, and this action would only take legal form. They said that the timing of my letter was interesting given that it was near the first anniversary of the Virginia Tech shooting tragedy.
Dean Whitaker stated that my interest in BU taking an institutional, public, and active stance on national political issues such as impeachment was outside the role of BU. I explained to him that I believed the impeachment issue was not a political issue but a legal issue and a societal issue. There are established laws that we have here in the
Dean Whitaker also stated that he hoped this meeting would constitute an "appropriate" response which I had requested in my letter. I told him that I considered it a legitimate response.
Dr. Ross left after about an hour and recommended that I set up an appointment to speak with her. I spoke with Dean Whitaker for about another hour. As he is a physics professor, we talked for some time about the collapse of the WTC buildings.
Before I left, I asked him what the next steps would be. He recommended that I return to classes and finish my degree so that I could pursue my career goals. I told him this would not occur until I once again thought BU was a legitimate university, like I stated in my letter. He said that he understood this, but the BU institution was not structured so that specific questions of a student could be made the priority of professors to answer, as they were involved in their own research.
He also stated that I would not get a personal response from President Brown.
I told him that I would think about my situation and my letter, and that if anything changed regarding my thinking, I would contact him. I also stated that during this time I would not be participating in my program. He told me that I could contact him at any time to set up another meeting.
2. Meeting with Kenneth Elmore, Dean of Students: On Friday, Apr. 4, I met with Dean Elmore at 4 pm. A few of the things we discussed: He also was interested in what I meant by my final sentence in my letter. I repeated what I had said to Dean Whitaker. He also asked me if I was connected to any groups on campus, or any other individuals on campus in terms of this action. I said I wasn't; I was acting alone. He asked me if I was connected with other individuals involved in these types of issues, either in the area or otherwise. I told him I was a member of Student Scholars for 911 Truth. Also, I mentioned that there was a network of individuals that formed Scholars for 911 Truth. He wanted to know if I would seriously engage BU in a legal action, like "walk down to the courthouse and declare BU was a fraud." I told him I would probably not use this term to describe BU in the context of my situation, and I was not sure about engaging BU in such a manner and that I would have to explore this option. I also told him this exploration would involve a consideration of the potential negative effects to myself and my family, which at this point was not aware of my decision.
He also asked if I would be willing to undergo a type of police or security "examination," and I told him I would be willing to do such a thing given I knew the exact procedure.
He thanked me for my time and urged me to contact and speak with Dr. Ross.
This is the general extent of my experience with and response from BU concerning my March 31st, 2008 letter.

Letter to President of Boston University
Dear President Brown,
My name is Christian Tutschka and I am a M.A. candidate in the International Relations and Environmental Policy (IREP) Program here at Boston University.
I believe Boston University is an illegitimate “university” or “institution of higher learning.” Beginning today I will suspend my participation in the IREP program at BU until I once again believe BU is a legitimate institution. The following will explain this decision:
The Role and Purpose of the “University”:
BU Website: “Forging our future… More than any other institution in our society, the modern university exists to serve the future. Boston University does this by educating individuals for fulfilling, productive lives and by creating solutions to pressing or anticipated problems through research.” [i]
John Silber, Former BU President (1971-1996): “A university – whether publicly or privately funded – cannot pursue the truth and advance knowledge unless it can proceed in freedom with toleration of all points of view and with vigorous criticism of each.” (Excerpt from Silber’s essay, “On the Purpose of a University,” which was until recently on display at Mugar Library.)
Given this role and purpose, the “university” acts as a “power center” of our society. A societal “power center” is an institution dedicated to serving society with the ability to influence the direction of a society.
The Failure of BU as a “University”:
BU has failed to perform its role and purpose due to the following three reasons:
1) Impeachment: There is clear evidence that members of the Bush Administration have committed not only impeachable offenses, but crimes against humanity, some of which include: lying to the public about the threat of the Iraqi regime, the illegal invasion and occupation of two sovereign nations (which has cost the lives of over 4000 U.S. soldiers[ii], left thousands permanently disabled and has killed over 1,000,000 Iraqi civilians[iii]), using illegal weapons of mass destruction, failing to protect civilians in war zones, condoning torture, illegal spying on Americans, … and the list goes on.[iv] The fact that Congress has not initiated impeachment proceedings against members of the Bush Administration is evidence that each member of Congress is a political criminal for failing in their Constitutional duty to protect the Constitution and act as a check against an abusive and tyrannical Executive Branch. In effect, our system of government has over the years become completely corrupt and all of our public officials in Washington, D.C. are corrupt political criminals. When this occurs, it is the duty of the other “power centers” of society to demand their removal. BU has failed to do this.
2) 9/11: There are many legitimate professionals in various disciplines that question the findings presented in the 9/11 Commission Report concerning the events of 9/11 due to the uncontroversial evidence – much of it not investigated by the Commission – that demonstrates various events could not have occurred as described in the Report.[v] As 9/11 was the event that launched the global “war on terrorism” which continues to affect the global community, these professionals are demanding a new, independent investigation. BU has failed to publicly demand a new, independent investigation and rather has promoted the conclusions of the flawed 9/11 Commission Report.
3) My Experience: When sharing some of these ideas with some Professors, I have been ignored, dismissed, and even reprimanded. This is incompatible with free, critical thought which is necessary for determining truth and serving society. Furthermore, I have witnessed statements and behaviors from Professors regarding these issues that have left me shocked and disappointed. Some statements contained such false understandings or flawed reasoning that the consequences could be described as dangerous given that these individuals are professional educators. As the list is long, I have not included it here, but I can provide it per request.
The Challenge for Re-Legitimization:
I will consider BU to be a legitimate “university” if:
1) Congress has initiated impeachment proceedings against members of the Bush Administration and a new, independent investigation of the events of 9/11 commences and BU has been instrumental in causing this….
OR
2) I receive satisfactory answers to all of the following questions:
For the Physics and Engineering Professors:
1. How could World Trade Centers 1 and 2, both 110-story steel-framed structures, collapse in an average of about 10 seconds which is a rate at or exceeding free-fall speed from fire and the impact of the planes? The 9/11 Commission Report explains these collapses as “pancake collapses,” however this type of collapse would take considerably longer. Also, the “pancake collapse” theory cannot account for the destruction of the interior steel-beam core, or the complete pulverization of the buildings.[vi]
2. How could World Trade Center 7, a 47-story steel-framed structure, collapse in under 7 seconds in a controlled-demolition style at around 5:20 pm on the afternoon of 9/11 when it was not hit by a plane and received considerably less damage than other WTC buildings which were left partially standing? The 9/11 Commission Report did not even mention the collapse of WTC 7.[vii]
For the Law Professors:
3. How can the various acts of the Bush Administration not be considered impeachable offenses and crimes against humanity?
4. How can members of Congress not be considered “political criminals” for not initiating impeachment proceedings against members of the Bush Administration (both Representatives for not initiating the process and Senators for not demanding that they do)?
5. How is this country not turning into a type of totalitarian “police state,” complete with concentration camps,[viii] given the various unconstitutional acts passed by Congress and the various unconstitutional National Security Presidential Directives, Homeland Security Presidential Directives, and Executive Orders passed by the Bush Administration?[ix]
For the Military and Intelligence Professors:
6. Why were there military drills that occurred on 9/11, some simulating very similar events as which occurred on 9/11? (The drills: Amalgam Virgo, Vigilant Guardian, Northern Guardian, Vigilant Warrior, Northern Vigilance, Amalgam Warrior, Global Guardian, Crown Vigilance, Apollo Guardian, National Reconnaissance Office, AWACS, Fort Meyer – Virginia, TRIPOD II – Manhattan, Timely Alert II.)[x]
7. Professor Michel Chossudovsky has compiled a wealth of evidence concerning the links between the CIA, Osama bin Laden, “Al Qaeda,” and the Pakistani ISI which supports the claim that Osama bin Laden and the “Al Qaeda” network are agents of the U.S. military/intelligence complex.[xi] Given this evidence, how can one claim that Al Qaeda is anything but a manufactured “scapegoat enemy” working at least in part for the U.S. military/intelligence complex?
For the History Professors:
8. The U.S. entered major conflicts in the 20th Century only after being provoked. There is evidence that some of these provocations were either “false-flag attacks” (Sinking of the RMS Lusitania, the Gulf of Tonkin Incident), or were allowed to happen (Pearl Harbor).[xii] Given this history, how is it possible that 9/11 could not also be a false-flag attack to launch the global “war on terror” and justify the invasion of Middle Eastern states?
9. How is the Bush Family, going back to grandfather Prescott Bush and his involvement in building Hitler’s Nazi regime, not a crime family?[xiii]
For the BU Administration:
10. Within hours of the attacks on 9/11, the Bush Administration blamed Osama bin Laden and Al Qaeda. There was no investigation carried out before this claim was made. Did BU demand an official independent investigation into the events of 9/11 before or after this claim was made? If not, why not?
11. If I am mistaken, and BU is indeed a legitimate “university,” I would like BU to explain to me how my reasoning is flawed.
If I do not receive a response from Boston University regarding this letter, or this letter is dismissed or ridiculed in any way, I will consider this a violation of the role and purpose of a university. Furthermore, if I am dismissed from Boston University as a consequence of this letter and the decision stated in this letter, I will also consider this a violation of the role and purpose of a university and I will take appropriate action against Boston University.
